Beginning the CA Application

For Certification Acceptance, WSDOT has the option of delegating some or all of this authority from FHWA for approving project development and construction administration to qualified local agencies, state or federal agencies, or Indian tribes. CA allows local agency to save time and money, since the agency has the authority to develop, advertise, award and manage its own projects.

Highways & Local Programs encourages CA approved agencies to work with and assist non-CA agencies through inter-local agreements.

CA Requirements

  • Projects must be administered in accordance with the LAG manual.
  • Projects must be administered by a Professional Civil Engineer registered in Washington State, who is either on the staff as a public employee, or is a contract employee designated as the agency's Engineer.
  • The agency shall have sufficient expertise and capability to perform and supervise design, PS&E, and construction administration phases.
  • The local agency must have designated an official approving authority for all WSDOT delegated project approvals

Interlocal Agreement

It is not uncommon for agencies who do not have the resources within their organization to gain CA status, to still have federal funding in their projects. When that occurs they need oversight from an agency with CA status in order to comply with the federal requirements to receive federal funding.

To effectively setup this kind of relationship and include appropriate protections for both agencies under an interlocal agreement, we recommend the agencies review the document titled:

This example between Kitsap County (a CA agency) and Kitsap Transit (a non-CA agency). It provides an excellent example of how to incorporate the elements and clarify the responsibilities contained in a CA agreement and how they may be appropriately shared.
