The State Planning and Research Work Program (SPR) outlines how WSDOT uses federal transportation dollars, as required by 23 CFR Part 420. It also carries out the planning and research requirements in Title 23 USC. This living document recognizes that the state's transportation system is multimodal and connected to Washington's economy, environment and politics. It is driven, in large part, by the pattern of our communities' physical development and social fabric.

The SPR spans a 24-month cycle, between July 1 and June 30.
